Born in Moncks Corner, SC, Cecelia attended Baptist College at Charleston, SC where she received a BS in Accounting. Cecelia worked at several Certified Public Accounting firms around the Charleston and Summerville area as a staff and senior CPA. She married her husband in 1989 and in 1993 they moved to the Hampton Roads area of Virginia where he was stationed in the United States Navy Submarine Force until his retirement in 2004. In Virginia, Cecelia worked as a senior staff Certified Public Accountant with Burrus, Paul and Turnbull, CPAs. Upon returning to Summerville in 2004, she worked at a local CPA office until coming to work at SPC at the end of 2008.

Cecelia is married to Wilson Bond who is originally from Richmond, KY. They have two daughters, Allison, who is a teacher in DD2 district and Anne, who graduated from USC at Aiken, SC with a B.S. in nursing. Cecelia’s hobbies include gardening and reading. Her favorite books and movies include: Pride and Prejudice, Harry Potter and anything written by Ally Carter.
